The Spur Hill CCC is a requirement of Exploration Licence 7429, which was granted under the Mining Act 1992, and is regulated by Mining, Exploration and Geoscience within Regional NSW (MEG).

On 9 June 2021 at the combined Maxwell Infrastructure and Spur Hill CCC a proposal to combine the Spur Hill CCC into the amalgamated Maxwell CCC was supported by the members. On 2 September 2021 Malabar received approval from the Department of Planning, Industry & Environment (DPIE) to combine the Spur Hill CCC with the newly formed Maxwell CCC.
